    "content": "My main concern is on the management of the free school feeding programme. We had such a programme before which was sponsored by the Government of President Moi, but it was a let-down because of mismanagement. Therefore, I ask Members, especially the Mover of the Motion, to consider putting this free school feeding programme under the National Government- Constituencies Development Fund (NG-CDF) Act 2015 as a project just like any other. The Government will have a challenge with the management of the school feeding programme, especially in identification of schools and number of students to be fed. Since Members of Parliament have got direct link and the correct network on the ground, it is my suggestion that we have the school feeding programme as a NG-CDF project which will be implemented as stipulated by the national Government."
