    "content": "On a point of order, Mr. Speaker, Sir. I want to bring to your attention the provisions of Standing Order 226 (2) and inform Sen. M. Kajwang’ that he is misleading the House. It is only when a petition is being presented that the Speaker has the discretion of allowing debate. The Standing Order 226(2) is very explicit that:- “Whenever a Petition is committed to a Standing Committee, the Committee shall, in not more than sixty calendar days from the time of reading the prayer, respond to the petitioner by way of a report addressed to the petitioner or petitioners and laid on the Table of the Senate and no debate on or in relation to the report shall be allowed---"
