    "content": "Since those are basic commodities, if we remove them from zero-rating, we will increase the cost of those commodities to the detriment of the people of Kenya and at the expense and suffering of the low-income earners in this country, who will be adversely affected by that. I am happy that the Committee has seen it fit to propose amendments. I actually wanted to propose amendments to the same. Remember in the last Parliament in 2014, the Government taxed almost all basic commodities. I had to sponsor amendments which took those items to zero-rating. Now I could see someone was trying to undo what I did in 2014 and I was not very comfortable. Finally, as we raise these resources and give monies to various ministries, agencies and departments (MDAs) and county governments to spend, I also echo that the Director of Public Prosecutions (DPP) should not just look at the National Youth Service (NYS) and corruption cases at the national Government level. There are files that have been forwarded to the DPP from the Ethics and Anti-Corruption Commission (EACC). We want the DPP to rein in on counties. I am aware of a county where the EACC is recommending that that county has lost close to Kshs1 billion. A county assembly alone losing Kshs1 billion in four years is a shame. I hope that the DPP will not take forever in prosecuting those thieves who do not mind about other Kenyans and think that their personal wealth overrides the comfort of Kenyans. With those many remarks, I support the Bill."
