Remember the resolution this House passed on 14th February was that the Chair of the relevant committee will have a maximum of 30 minutes. Hon. Limo took almost all those minutes. Other Members do not have that latitude. Each Member who will speak to this Bill will have maximum of 10 minutes. A Member can take less than 10 minutes so that as many Members can speak to it. Let us have Hon. Robert Mbui."
