    "content": "The fourth reason is the increased levels of corruption, which are very high and entrenched in most parts of this country, and in all sectors. As I said, you will realise that most of the rich people in this country are civil servants. We know their salaries and they do not have huge loans as we would expect. That ill-gotten money would probably have been used to fix a bridge or build a road or set up a hospital somewhere, or it would have been used to do something else that would have been more useful to this country."
