    "content": "May I also remind them, looking at the National Government Constituencies Development Fund Act, only 3 per cent of the money allocated per constituency goes to monitoring and evaluation. This amount here is a lot. It is not 3 per cent and we need to put money into right use. Although they have been told by the Chair that they can relook at those regulations, they have to convince this House that surely, they are deserving of this money. We are not giving the money to go and keep campaigning on the ground, give handouts to people going for meetings and calling them monitoring and evaluation forums."
