I said in the Budget and Appropriations Committee meeting that they were asking us to give them Kshs3 million per month for pocket money to go and give people in the villages. That is what they will use it for. You cannot use this money to track expenditure. There is already a system which tracks expenditure. It is even published in the Gazette by the Controller of Budget. They will use the money to hold public"
