    "content": " Thank you, Hon. Temporary Deputy Speaker, for the opportunity to also contribute to this Motion on the report of the Committee on Delegated Legislation. I am a Member of this Committee and I can attest that whatever is presented here is accurate. This is what we discussed and it is what the Committee recommended. I support the annulment in its entirety. When you look at these regulations, the penalty imposed is excessive and it goes against the limitation set out in Section 24(5) of the Statutory Instruments Act, which provides a maximum fine of Kshs20,000. Here, the regulations impose a fine of Kshs5 million or a sentence of six months which is excessive and it goes beyond the mandate given to the regulation-making authority. The other thing we looked at as a Committee is the issue of public participation. We emphasise on this because it is a constitutional requirement.
