    "content": "I remember clearly when we visited the Kenya Civil Authority building they literally admitted in their presentation that there was no adequate public participation. These Regulations were hardly made and in the process there were so many lacunas. Also as Hon. Mbui has said because of the many lacunas, we did not have an option as a Committee but to annul these Regulations. It also came out very clearly that drones are a good technology which has recently come and we must embrace it. However, there are serious issues. I remember the Managing Director (MD) confessing that one of the countries that produces drones en masse Israel, does not allow them to be used within their soil."
