"content": "Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to reply. Before I reply, I would like to make a few comments. I will start by thanking the Members for the overwhelming interest in this Motion. This demonstrates that we are very much concerned about the youth problem in this country. I must also report that there has been overwhelming interest from the members of the public. I have received unsolicited memoranda from a number of organisations, especially on the issue of community sports management. People are interested in us setting in place mechanisms to have community sports management at local level. When we talk about sports academies, many people think of construction of buildings and all those kinds of things. It is important for us to also think about the software aspect of the sports academies. We are talking about having physical trainers and coaches. That is what is more important when it comes to sports academy management. If you look at countries that have succeeded in this area, they did not focus too much on the hardware element. The software element is also very key. I do not want to go into the details about what the benefits of those sports academies are. That has been dealt with extensively by the Members in their contributions. With proper management of the sports academies, we will have stronger leagues in all the sports. Once we have stronger leagues in all the sports; that will have a very serious multiplier effect on our economy. If you take for instance the English Premier League, it contributes about 1.3 billion pounds to the British economy. That is about Kshs200 billion to the economy of Britain. If we had stronger leagues in all types of games, then the multiplier effect would be even higher. Sports will also trigger effects in other sectors of the economy, especially tourism and travel, like what is currently happening at the World Cup in Russia. Many tourists have travelled to Russia, not just to watch teams play in the World Cup, but also to visit the country and see what it has. We are talking about a serious project that will have serious economic impact to this country."
