However, there could be legislation to give a window on a number and qualifications of trainees from NYS that can be accepted by other disciplined services. This is a noble idea. It is very important to have seriousness in terms of how we take our youth to the next level. If we fail to do so, our youth will become very difficult to handle within our society."
