    "content": "All Bills which are referred to in Article 218(1)(a) and (b) are exempted from the provisions of Article 114 of the Constitution. This is the reason why the County Allocation of Revenue Bill is allowed to emanate from the Senate. The aspect of the money Bill with regard to the Division of Revenue (Amendment) Bill is properly within the House. However, I agree with you that the Budget and Appropriations Committee should also advise the House accordingly."
