    "content": "If we were to go for the seven days required for publication period, we will overshoot and pass to the next financial year and the Government would grind to a halt for lack of funds. This is because, from 1st July, no Government Ministry, department or agency, including Parliament, the Judiciary and any other body that expends public funds would be allowed by law to spend even a shilling unless this Bill is passed."
