    "content": "I do not know if they are the party owners but there are parties which are owned by individuals. I was just saying that to encourage Hon. Anthony Oluoch. Even as we consider his amendment probably in the Appropriation Act, we should also consider amendments to the Political Parties Act to enable us incorporate some of the ideas which the Members of Parliament have been exchanging."
