The enactment of this Bill and subsequent assent by the President will allow the national Government to have a legal backing on the use of resources which this House approved for 2018/2019 Financial Year. It is important to emphasise to this House that the process of the budget estimates, which culminates into the enactment of this Appropriation Bill, has always provided an opportunity for us, as a House, to play our budget-making role effectively and ensure that public resources are utilised as provided for in the Constitution and relevant statutes."
