    "content": "Through the enactment of this law, the national Government will have the opportunity or will get the green light to spend Kshs1.4 trillion from the Consolidated Fund to implement the various Government programmes commencing 1st July 2018 to 30th June 2019. This House is alive to the fact that the Government has Four Big Agenda to implement and the 2018/2019 Budget is the one which will set the ball rolling in terms of implementation of the socio- economic transformation agenda of President Uhuru Kenyatta."
