"content": "the provision of the Constitution that gives power to the NLC, it says that the Commission is supposed to manage land on behalf of the national Government and county governments. They have the complete constitutional mandate and powers to deal with anything and everything called land. The Commission now tells this House, through their chairman, that they delegated their functions to the Ministry of Education, Science and Technology, the Ministry of Lands and the National Treasury. The Commission has committed a serious crime against Kenyans. This is the height of incompetence that an independent commission can be associated with. When you are given original jurisdiction to deal with issues of land in this country, whether they are historical, past, present or even into the future you cannot come here and tell us that we sought an opinion from the Attorney-General so-and-so and paid for this land based on that. This is an example of a case we used to hear of during the old KANU days. We used to hear that an individual owned the title deed of the High Court land in some town, or that the titles of the Office of the President or District Commissioner in a certain town were owned by certain individuals. Those are the old KANU days. This commission has all the expertise and people that can determine whether land belongs to Kenyans or not."
