    "content": "cognisant of the fact that the provisions of Articles 238 (1), 239 and 241(3)(a) of the Constitution stipulate that national security involves the protection of Kenya’s territorial integrity and sovereignty of its people, their rights and national interest against internal and external threats; deeply concerned that Kenyans especially those around Lake Victoria, the Indian Ocean and other border areas continue to face harassment and displacement by persons from neighbouring countries; this House resolves that the Government exercises its power to protect Kenyans from harassment by external threats and takes adequate measures to ensure that Kenyan territorial integrity is guaranteed and safeguarded."
