    "content": "2— Affordable housing relief. 3. The amount of affordable housing relief shall be 15% of the gross emoluments but shall not exceed Kshs108,000 per annum. The justification for this is that we moved to double the savings amounts for purpose of acquiring affordable housing from Kshs48,000 annually to Kshs96,000. However, the view of the stakeholders including the KPMG and even our Committee was that given that the objective is to provide cheap housing for the lower cadre, they might not have savings given a chance to double it.
