    "content": "To bring Members to speed, the Bill is proposing to move quite a number of items from zero-rated to exempt. These particular items, if moved, it means that the manufacturers of these particular goods will not claim input tax After meeting with the stakeholders, the Committee went through it and decided on the basis that some of these items will hurt the members of the public who are the consumers... Therefore, we are proposing to delete particular items, which will make goods more expensive for Kenyans. If manufacturers are not able to claim tax, they will increase the prices. We are proposing to delete Paragraph 94, which talks about taxable supplies on housing and construction because it will make the same houses we want to become cheaper expensive. Paragraph 95 talks about construction of hotels and other Special Economic Zones."
