In cases where theft, corruption or large amounts of money are involved, it usually involves many and big people. You start from the National Treasury, where payment processes take place and the money is channelled to other departments. Hon. Kimunya knows this. For them to release huge amounts of money, it is not normally because of a small person. It must have been somebody at the top."
