"content": "THAT, in the recent past, groups of armed militia have emerged comprising of illegal herders and bandits who are terrorizing residents of Kamwenje, Matwiku, Eighteen, Lobere, Wagwachi and Olmoran; THAT, these bandits have continued to rein havoc in many parts of the vast Laikipia West Constituency with unabated impunity. This impunity has extended to Laikipia North; THAT, the presence of these bandits has led to escalated insecurity and conflict especially in Matwiku, Kamwenje, Eighteen, Mbogoini, Lobere, Kieni, Wagwachi and Olmoran resulting in migration of residents; THAT, on 26th April 2018, the same militia group attacked three staff members from the county government who were proceeding to Laikipia Nature Conservancy, shooting at them leading to the death of two – the late Wambugu Muraya and the late David Waithaka. One Ikinya Matindi was injured; THAT, further on 6th May 2018, the same bandits shot Joel Kamau in Matwiku and Caroline Chemutai of Wagwachi leaving them with very serious injuries; THAT, further on 22nd February 2018, the said groups stole livestock at Wagwachi - 15 cows, 10 cows in Kieni and 12 cows in Ndindika; THAT, efforts to resolve this matter has been futile; and THAT, the matter presented in this Petition is not pending before any tribunal or court of law. Therefore, your humble Petitioners pray that the National Assembly, through the Departmental Committee on Administration and National Security: 1. Recommends immediate deployment of more security personnel along Kamwenje, Eighteen, Wagwachi and Olmoran border to enforce law and order in Laikipia West Constituency; 2. Recommends establishment of more Anti-Stock Theft Unit (ASTU) stations and more specifically, establishes ASTU permanent base in Kamwenje and Wagwachi; 3. Recommends that the police officer be well-stocked, patrol vehicles be provided and other necessary facilitation and support to the officers be provided; 4. Recommends recruiting more National Police Reservists (NPR) and fully equipping them, including remuneration and patrol vehicles; 5. Recommends that the owner of Laikipia Nature Conservancy be encouraged to offer 100 metre clearance buffer zone along the fence to allow for clear security surveillance thus averting attacks; 6. Recommends that a security road between Kamwenje and Olmoran through Wagwachi be done to facilitate security surveillance and patrols; 7. Ensures that the petitioner’s plight is addressed; and 8. Makes any other order or direction that it deems fit in the circumstances of the case. Your Petitioners will pray."
