Members, this particular communication is to offer guidance regarding consideration of the Sacco Societies (Amendment) Bill (National Assembly Bill No.18 of 2018). Hon. Members, I wish to give some guidance relating to the said Bill which has just been read out a First Time. In terms of our Standing Orders, it stands committed to the relevant Departmental Committee namely, Finance and National Planning. Hon. Members, you may wish to note that this Bill has been published under the name of the Chairperson of the Departmental Committee on Finance and National Planning in line with proposals announced in the 2018/19 Budget Statement. The Bill seeks to provide for the usage of ICT in collecting and receiving statutory reports by Saccos among other things. Hon. Members, it is also an earlier Sacco Societies (Amendment) Bill (National Assembly Bill No.1 of 2018) which was published in the name of the Leader of the Majority Party on 19th January 2018. This first Bill seeks to provide for the registration and licensing of Sacco Societies as deposit-taking savings and credit cooperatives and already undergoing public participation under the Departmental Committee on Finance and National Planning."
