    "content": "As Members are aware, the Constitution of Kenya, 2010 established a devolved system of Government which comprises of 47 county governments and one national Government. At the same time, the Fourth Schedule of the Constitution assigns specific roles and functions to county governments. In order to ensure that the county governments are able to perform the functions which are assigned to them, the national Government transferred the requisite human resource portfolios to county governments alongside the financial resources and other resources. It is at the backdrop of this that this Bill is before the House."
