    "content": "Part IV provides for the appointment and function of a fund manager, appointment of a custodian and administrator of the Scheme. The Bill provides for the functions of the fund manager, how different it is from that of the CEO. His work will be to implement the investment policy of the Scheme as approved by the board. In most pension schemes all over the world including our country, pension funds are invested in portfolios. So, the fund manager must protect the implementation of the investment policy of the Scheme. They should not invest workers’ money or the pension of workers in an investment that will not bring the required returns in terms of resources."
