    "content": "Mr. Temporary Deputy Speaker, Sir, we have no intention whatsoever, as a Ministry and as a Government, of discriminating against any child, particularly in relation to access to education and food in areas with harsh climatic conditions. We do this periodic review with the WFP, who are the main partners in this effort. The only reason we suffered a setback is that the WFP came back last year when we were feeding these children and said they could no longer sustain feeding the population of 1.3 million children. They scaled the programme down to 750,000 children. That was why the Government came in with an additional programme, the Home Grown Programme, where we send money directly to the schools; this is an additional support of Kshs400 million. Even then, we consider this inadequate. Therefore, I am working vigorously, so that the Treasury gives me additional funds. I hope that the next Supplementary Budget will provide the additional resources we require."
