    "content": " Thank you, Hon. Temporary Deputy Speaker. I stand to support the Bill on pension as moved by the Leader of the Majority Party. You will agree with me that Kenyans have a very poor saving culture. Such a scheme would help county employees to save for their retirement. The Bill outlines detailed guidelines on how to punish employers or counties that refuse to remit contributions of their workers. This is very important because there are many cases of employers who do not remit contributions of their workers to various schemes, including pensions schemes, health and even SACCOs. So, it is very important that even as we consider the Bill, we also think about the many employers who do not remit contributions towards SACCOs – which makes it impossible for employees to take loans even though contributions towards their SACCOS have been deducted from their salaries."
