    "content": "This Bill should have come earlier. I support the Bill because it is giving a new lease of life to employees of county governments. It is in the interest of devolution. Devolution is here with us and has trickled down. These are the benefits that automatically come with such advancements. We are going to cascade the benefits that are up here to our people in the various counties. This is commendable and I thank the Leader of the Majority Party and the Chair of the Departmental Committee on Finance and National Planning."
