    "content": "Clause 40 provides for punishment that is so lenient for people who misuse the fund. The Committee should increase the punishment from two years. It is two million. It is ridiculous. People steal. Corruption is killing this country. The county has become the centre of stealing. We have devolved stealing and corruption in our counties. If we leave these lenient sentences, we will kill devolution, which is supposed to cure marginalisation."
