"content": "we are saying: ’No’. We want to follow the Constitution. Those provisions and instruments have the effect of the force of law. Therefore, without the sanction of this House, they will then be offending Article 94(5) of the Constitution. Then you move from that one and go to Article 210(1) on taxation. It must be sanctioned by the Constitution or legislation. What does the HBC come up with now to give effect to that?
