"content": "I have also reflected on Article 159 of the Constitution, so that procedure should not have a pre-eminence over substance. These are issues that we need to bring up when and if they arise. First of all, sometimes I am amazed because Members are not in this House when we transact business. They are here when we transact sideshows. However, when we are transacting business, you do not see Members in the National Assembly. These are the things that make us legislators. In doing the best we can, we got in a few things that we need to disentangle ourselves from. One is the question of the Statutory Instruments Act. An instrument should only come before us, if we are annulling it, but not approving it. We had that debate before. There is a legal advice on the issue. For example, an Instrument such as this has been considered within the realms of the Statutory Instruments Act and should have come as a Motion.
