    "content": "Because of Section 7 of the Sixth Schedule of the Constitution, the Provisional Collection of Taxes and Duties Act, 1959, as revised in 2015, is still the law that anchors provisional collection of taxes and in terms of the Public Finance Management (PFM) Act, 2012, until such time as the Finance Bill will have been passed into law to become an Act.
