    "content": "Indeed, as we said, since the promulgation of the new Constitution, there have been many things that people have been changing. Erskine May says that money resolutions especially ways and means just as it is provided for… Again, as Hon. Kajwang’ has stated, traditions, customs and practice cannot supersede the grand norm particularly the Constitution, neither can they supersede specific provisions of legislation. This House is trying to help the National Treasury. Remember, in the last five years, the statutory instruments have never been deemed to have been approved by you. They have been deemed to have been approved because those Gazette notices were always issued and dumped in some offices around Parliament. So, you are deemed to have been passing them. Hon. Patrick Musimba, you are deemed to have been passing them. Now we are saying that we want to see them. We want to see what is proposed in those instruments.
