"content": "I remember the issues of school ranking last time. This House made a resolution and Matiang’i went ahead and violated it. After we petitioned, I thank God that last time schools were ranked as far as the Kenya Certificate of Secondary Education (KCSE) is concerned. I also tabled a Motion in line with the Heroes Act for the upgrading of Kitale Technical Training Institute in Trans Nzoia County to a university and be renamed Wamalwa Kijana University of Science and Technology. I have followed up on this. It has been upgraded and the name has not been changed. It is high time the Committee on Implementation, under Hon. Kenta, followed up on this so that Parliament does not legislate in vain. Legislative authority in this country lies in this House. We have seen the issue of interest capping. Cabinet Secretary Rotich says that they will cap the interest rates. It is only this House that has the powers to do so and not Rotich."
