"content": "Thank you, Hon. Deputy Speaker. I support what the Leader of the Majority Party has said that those Motions may not be implementable. The Chair of the Committee on Implementation is here. Those of us who were in the 9th and 10th Parliaments know that Wednesday mornings were the most lively and important sessions which no one would like to miss. Those were the times that you could advise the Government on how to move this country forward. It was also the time to express views on issues that affect your constituents. The Ministers at that time would come to the Chamber. There was a time for the official response from Government where the Minister responsible would explain the measures they would take to implement a specific Motion. The problem, especially in the 11th and 12th Parliament, came with Article 114(2) of the Constitution. I agree with the Leader of the Majority Party that for those Motions to have any impact, we have to resolve as a House. But all those Motions - even the ones that you have put the Question to right now - have financial implications. For you to say that “this House resolves”, you must comply with Article 114 of the Constitution where the Cabinet Secretary for the National Treasury needs to give an okay. That hardly comes. You then take it to the Budget and Appropriations Committee for approval. The biggest problem - and I agree with the Leader of the Majority Party - is if every time we say that “we urge the Government”, so what?
