    "content": "Thank you, Hon. Temporary Deputy Speaker. I rarely speak on Wednesday mornings but this is a very important Motion. Because it is party- sponsored, I am here to support the leadership on the other side. This matter of Migingo has been in this Legislature since the 10th Parliament. It was politicised in the 10th and 11th Parliaments. Since we are coming together as a nation, we must resolve this matter of Migingo. I want to tell Hon. Wangari that Hon. Raila Odinga, with or without the handshake, meets big people wherever he goes. His next trip, in my opinion, should be to Kampala. We have few differences with India. His next trip should be to meet His Excellency, Yoweri Museveni, and take to him the message of this House. In Articles 238, 239 and 241 of the Constitution, the National Security Council and the Kenya Defence Forces have an obligation under the supreme law to defend the territorial integrity of Kenya, whether it is land, air or water, for the benefit of the people of Kenya. The Member for Kikuyu is not in Kikuyu Constituency. He can sit next to the Whip of the Minority Party, who is his friend. He must come in with some decorum considering that the House is in session and is debating a very serious matter. We have been told stories of surveys and negotiations being done by the Ministry of Foreign Affairs and the Ministry of Defence. There is a gentleman who is in charge of the Kenya international borders. In the 10th and 11th Parliaments, money was allocated by this House to conduct that exercise. Nothing has been forthcoming. It is time our Kenya Defence Forces and the National Security Council used the provisions of the Constitution to defend our people. The other interest I have, and I want to make it very clear, is that the fishermen who are engaging in business along the lake are from the Somali community. There are small people who are chasing Somalis. I am sure Hon. Millie Odhiambo and Hon. Mbadi will agree with me. We engage in any and every business under the sun as long as it is legal. If you think you can chase us around Eastleigh, you will find others in Suba. They are fishing in Remba Island. They are the owners of the cold rooms. They are the ones who engage in business with the fishermen who fish at night. You will find them in Lamu. You will find them in Laikipia engaging in camel rearing. We are ready to work with all Kenyans. Hon. Temporary Deputy Speaker, can you protect me from the former KANU hawk?"
