"content": "Hon. Temporary Deputy Speaker, you know there are very few people who have remained in this House who have worked with President Moi. Hon. Oyoo is a serious man and I respect him. He represents that class. When he speaks, I have to be very careful. We have played politics with the issue of Migingo for far too long. I was in the 11th Parliament and now in the 12th Parliament. We are currently dealing with Somalia in the international courts with regard to the border with the Indian Ocean.
