    "content": "inhuman and unacceptable that every three months, we hear Kenyans have been arrested on that island and a foreign flag has been hoisted there. We cannot engage in firefighting. Any Government worth its salt must protect the interests of its citizens and the territorial integrity in terms of land, water and air of that nation. I am sure the Kenya Defence Forces Commander, our President, the Ministry of Interior and Coordination of National Government and the Ministry of Foreign Affairs are ready to work together. This House is ready to allocate enough resources. That small island is part of Kenya. There are people who live there and who elected leaders to this House, unless somebody tells me that they do not vote. They elect leaders to this House. We must make sure that this story of their being arrested and Migingo not being part of Kenya comes to an end and we find a long-lasting solution. Once the House makes a resolution, the Clerk writes to the Executive. It is for the Committee to follow the communication the Clerk makes to the Executive or any other institution. The Chair of the Departmental Committee on Defence and Foreign Relations should have been in the House this morning. The Chair of the Committee on Regional Integration, Hon. Naisula Lesuuda, should have been here. That is why they are Chairs. The matter we are discussing falls within the purview of those two committees, after we approve this Motion. The Member for Gem cannot turn this place into Gem Constituency. That constituency was represented by a very powerful man. You have many years before you can fill his shoes. You must learn. When Jakoyo used to speak, the House would be quiet. The people of Gem are putting you on a scale, my friend. They are asking whether you have reached where Hon. Jakoyo was. More than any other Member, he is supposed to listen, learn and pray to God that one day, he will fit into the shoes of Hon. Jakoyo Midiwo."
