    "content": "Clearly, Mr. Mwau, the Minister was very categorical. He said that he has no intention of wasting public funds going to court. It is indeed, in the eyes of the Chair, a very sad moment for the Government to say that they did recognize that separation of power. The main principle of making that separation of power is to make sure that those who are in power are protected from seizing that power. The Minister has been very categorical and said that he is not going to seek arbitration through the courts and he is not intending to spend any money. That, in my opinion, is a matter that the Chair takes very grave and serious view of. This is a country in which the ordinary people, when they have a litigation with the Government, both of them must seek that third--- The lawmakers make the law, the Executive enforces the law and the arbitration is done by the Judiciary. For the Executive to say that it will not resort to the Judiciary is a form of serious impunity. Nonetheless, be that as it may, what is your point of order, Mr. Imanyara?"
