    "content": "Mr. Speaker, Sir, I rise to second the Public Participation Bill (Senate Bills No.4 of 2018). As has been canvassed by the Mover of the Bill, public participation is the manifestation of various provisions of the Constitution that seek to ensure the right to participate in public affairs is respected and fulfilled. As a starting point, I would like to point out that the preamble to the Constitution provides that the people of Kenya enacted this Constitution while:- (1) Recognizing the aspirations of all Kenyans for a Government based on the essential values of human rights, equality, freedom, democracy, social justice and the rule of law.
