    "content": "for public participation. In the County Executives, it will be the County Secretaries. Clause 8 requires every person, by law, to give a report on their level of public participation. Consequently, Mr. Speaker, Sir, when questions like the ones which arose during the last general elections on IEBC are raised, somebody will answer the question, who did you tell?
