    "content": "Thank you, Mr. Deputy Speaker, Sir, for the opportunity to add my voice in support of this very important Bill by Sen. Wako. Mr. Deputy Speaker, Sir, from the very outset when I look at this Bill, I see three very important outcomes, if it is enacted into law. One of the outcomes is the empowerment of communities. Once enacted, this Bill will ensure that communities have access to critical information on projects and decisions that affect them and their livelihoods. Once armed with that information, communities will be able to hold leadership to account. That is exactly like the story told by the Senator for Kericho County of the farmer who spoke truth to the National Assembly Committee on Agriculture. The farmer had demanded accountability on delivery of pledges and promises made to farmers with regard to the price and delivery time of fertiliser.
