    "content": "Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity. I rise to join my colleagues in supporting this Bill. This is a Bill which would have actually come at the beginning of the first term of the Senate. Nonetheless, we can rescue a lot of things. Mr. Deputy Speaker, Sir, public participation is a right of the people of Kenya according to the Constitution. In the last four and a half years, public participation for those of us who were outside this House was handled in a manner that its benefits did not help its executors or participants.
