    "content": "“we want you to take some allocations for development in our school and our priority here is that we need to start the construction of a kitchen.” The hon. Member just shot up sand said, “I am going to allocate money to replace the iron sheets in this school.” That shows the kind of disconnect between the money we have and the needs of the communities or the people that we represent in this House. Article 10 of the Constitution clearly states that the people that we serve are our bosses and, therefore, before we make any decision in terms of development projects, we need to listen to their needs. In our various areas, maybe constituencies or county government, we need to listen to the needs and the priorities of the people that we represent. Finally, Mr. Deputy Speaker, Sir, it is a good thing that we incorporate the issue of transparency and accountability in our decision making process.
