"content": "Thank you, Madam Temporary Speaker. I stand to support this Bill. This Bill is well drafted and it takes care of the core issues that affect this country during emergencies. Madam Temporary Speaker, counties are at the frontline of disaster management. I think that a Bill like this one which emphasizes on national establishments and set-up, misses the point because I would have expected that the counties would be the focal point of disasters and, therefore, disaster management committees in the counties. Those are the first line managers of any disaster. The Bill has missed that point that we need to expand the disaster management knowledge and expertise beyond the committees. During the long rains which have been pounding this country for a long time and in areas like Murang’a and Embu where we had landslides, many of the people who ought to have been the first line helpers of the people did not know what to do in the first instance. I propose that we should include disaster management in the school curriculum in secondary schools so that when we have these disasters – and they occur everywhere – we know how to deal with them.
