I remember when Egypt and India were building dams; they got some tenders whose quotations were very high. They knew it was expensive because they knew what price they were looking for. They engaged those people and managed to bring the cost of the dams down to about two thirds the price of what it was supposed to be. This is what Kenya should be doing. It is not enough to call for tenders, and only six Chinese contractors submit their bids. The six could be one company when you go Beijing, and they will give you a price.
