"content": "Thank you, Mr. Speaker, Sir, for giving me this opportunity to make my contribution with regard to the Kenya Roads Bill that is before us. From the outset, before I get into the debate, I wish to say that our schools need to be properly managed. Right now, as I speak, there is a serious case of a child with disability by the name Fredrick Okoth, who was killed and dumped in a borehole at St. Oda School for the Blind. This is because the Bill seeks to align the regime of road construction, maintenance and administration within the ambit of the new Constitution. I was very much involved as a consultant in the discussions before I came to Parliament. We were looking at how to ensure that road construction speaks to the specific needs of various special interest groups.
