    "content": "Madam Temporary Speaker, thank you for giving me this opportunity to contribute to this important Bill. I have a lot of issues with this Bill. All Senators have alluded to and very passionately talked about the issue of protection of county governments. This Bill takes away from the county governments. Why do I say this? This Bill gives the Cabinet Secretary (CS) express power to reclassify roads? It does not give provision for consultation with counties or any consultative or accountable participation that is expressly described in this Bill.
