    "content": "doing this? Is it because of these conditional grants? We cannot even provide local services to the people; it is just about this money! This is just another huge channel of corruption, which we must stop. Mr. Speaker, Sir, apart from the markets, you must also show that you have a plan. It is not just about coming up with a plan; you must show that you have a plan on how you are going to deliver services to the people. According to the Act, you must show, in the integrated plan, that you can raise local revenue to support yourself. It is not about just depending on the national Government to send money down to the county level. Therefore, Mr. Speaker, Sir, I support this Petition and I hope that you will consider what Sen. Mutula Kilonzo Jnr. has said; to find a way to move this. As we do so, I hope that we can amend this Act, because the governors will just go around it, stand up and say “look, the Act gives me the powers!” With those few remarks, Mr. Speaker, Sir, I beg to support."
