At that time, they served a purpose of political convenience so that everybody felt good that they were given the mandate to establish their own wards and be able to have councillors who were able to propagate the interests of their wards. Since the onset of the Kenya Constitution, 2010, and the establishment of 47 counties, the dynamics have changed.
